Afghanistan seed sector is at cross-roads. There is a need to strengthen the existing “Seed Certification Authority” with minor changes by creating a new executive authority with members from public, private, traders, producers and farming sector. The second step is to explore and support the development of seed certification system within the private sector and promotes a constructive Public-Private-Producers Partnership (PPPP) model

Developing Public-Private-Producers Partnership (PPPP) business model of seed certification for cereals and vegetable crops to cater the needs of farming communities in Afghanistan

Problems and Needs Analysis

There are significant constraints on both seed quality and quantity of seed supplied, which need immediate action in the country due to pre-dominant informal seed chain, unavailability and lesser awareness on seed certification, unavailability of technical man-power, lesser synergies between public and private sector and lack of seed testing laboratories.

Intervention Strategy(ies)

ICARDA will be the implementing agency in coordination and consultation with MAIL, ANSOR and producer associations with an overall goal of developing a sustainable seed certification process that enhances seed quality and availability to increase agricultural production, and productivity in Afghanistan. The project will be divided in four different stages. 1) Inception phase: 4 months; 2) Review, entry points, framework development and capacity Development: 12 months; 3) Pilot testing of SCA through accreditation and licencing: 12 months; 4) Scaling up, M&E, Business model for SCA: 8 months. During these stages testing and validation on a pilot basis would be conducted in 3 provinces of Afghanistan. Based upon the learning’s from first phase of project, a business model for the certification programme may be developed for all the provinces of Afghanistan. ICARDA envision going for a second phase of project in collaboration with PPP partners for implementing the PPPP model of seed certification in all provinces of Afghanistan with a major aim that whole programme is self-sustainable.

Impact Pathway

The potential benefits of this project from developing sustainable strengthening seed certification system, through public-private producers partnership in Afghanistan, would substantially be at economic and sociallevel. The economic benefits include increased production by the creation of sustainable seed certification system. It also comprehend the imporve of livelihoods and stability of rural communities. The training activities will increase the capacity of researchers, extension staff and farmers to apply their new knowledge and skills in their regular research laboratories, development and farm level activities leading to increased capacity for innovation in partner development organizations and in poor and vulnerable communities. It is also expected high involvment in gender and youth groups. The new knowledge and skills acquired by professional and technical staff of various stakeholders (research institutions, farmers) will help in adopting and applying new technologies generated and demonstrated in their regular activities to sustain the project achievements.
