ICARDA will be the implementing agency in coordination and consultation with MAIL, ANSOR and producer associations with an overall goal of developing a sustainable seed certification process that enhances seed quality and availability to increase agricultural production, and productivity in Afghanistan. The project will be divided in four different stages.
1) Inception phase: 4 months;
2) Review, entry points, framework development and capacity Development: 12 months;
3) Pilot testing of SCA through accreditation and licencing: 12 months;
4) Scaling up, M&E, Business model for SCA: 8 months.
During these stages testing and validation on a pilot basis would be conducted in 3 provinces of Afghanistan. Based upon the learning’s from first phase of project, a business model for the certification programme may be developed for all the provinces of Afghanistan. ICARDA envision going for a second phase of project in collaboration with PPP partners for implementing the PPPP model of seed certification in all provinces of Afghanistan with a major aim that whole programme is self-sustainable.
