The technical collaboration between the Fisheries and Animal Resources Development Department, Government of Odisha and The WorldFish, Malaysia commenced on 1st July 2016 and will continue till 30th June 2022. The project is being implemented in three stages  Inception Phase (Baseline Studies): 1st July 2016 – 31st March 2017 (9 months)  Implementation Phase 1: 1st April 2017 – 31st March 2019 (2 Years)  Implementation Phase 2: 1st April 2019 – 31st March 2022 (3 Years)

OUR IMPACT

Goals

 Increasing the productivity of aquaculture operations through improvements in quality fish seed, technology and farming systems.  Improving the environment for private investment and supporting growth of the SME sector.  Increasing impacts of fish and aquaculture on human nutrition in the State.  Improving the planning and management of natural resources for sustainable aquaculture and fisheries.  Enhance public and private sector capacity for management of sector growth.

Objectives

The overall objective of the MoA is to technically support the F&ARD Department to implement the Odisha State Fisheries Policy-2015 and to achieve “sustainable aquaculture and fisheries sector in Odisha State, India, creating employment, stimulating inward investment and contributing to State goals for reducing malnutrition among vulnerable and marginalized communities, particularly women and children”.

Problems and Needs Analysis

In Odisha, about 45% of the children under five are stunted or chronically malnourished and 40.7% underweight. About 19.5% children are wasting or acutely malnourished. This happens basically due to undernutrition especially due to scarcity of micronutrients, which is termed as 'Hidden hunger'. Small indigenous fish is considered as an effective weapon against the malnutrition and hunger among the backward and poor communities in the region.Therefore, promotion of mola production and consumption can significantly contribute to eradicate the malnutrition challenge in the state. This project aims to increase production of mola in local water bodies, especially in priority districts and make it easily available and affordable to the local target group of people.

Intervention Strategy(ies)

Fish is the animal source food with the fastest growing production in the World. Fish is the cheapest and most accessible animal-origin food for poor consumers. Fish consumption has a critical role to play in boosting dietary diversity and reducing the number of people who suffer from micronutrient deficiencies, with lifelong benefits for health and productivity. The presence of WorldFish international organization in the state will not only help in enhancing fish production but the technical support will add a new chapter in the exposure and efficiency of the departmental officers.

Impact Pathway

We have used TOC or impact pathway approach to justify the project investment over the coming 5 years and 6 months in order to accomplish the grand goal of doubling the fish production from the state in a sustainable and responsible manner with equitable food security and nutritional benefits to wider section of the society including women and marginalized communities. Under the proposed MOA, WorldFish will work with F&ARD in implementing the activities as identified. The proposed project team and project activities will be well embedded within the F&ARD program and will not work in parallel or in isolation. This would allow injecting new technologies, tools and perspectives to the ongoing program and by the end of 5.5 years there will be smooth transition and all the activities and programs will be sustained beyond the duration of the project.
