Targets specialized and decentralized seed multipliers. Adaptive research on and implementation of (1) RMTs for in-vitro, minituber, and field generation seed categories and (2) equitable business models to stimulate the seed sector through PPPs, including socioeconomic and cost-benefit analyses.
